    Who created USIP agency and sold the mall land for it’s headquarters?

    Two other agencies are being created in Congress; the geospacial intelligence agency and the Department of Energy agency.

    Congress just moved the CIA analysts to DoD and NSA, is this is what is planned for the new agencies that Congress is creating? It seems that Congress is creating these agencies for federal jobs that are later transferred over to DoD and the money that authorizes them comes from Congress and Congress has more of an affect on DoD that traditionally reports to the President. The new Congressional agencies are democrats creating federal jobs to be moved into DoD as a way of controlling funding at DoD; federal jobs created by democrats and later transferred to DoD.
