House Rejects Stand-Alone Unemployment Insurance Bill

The House today failed to pass a stand-alone bill to extend unemployment insurance benefits (H.R. 5618). The final vote was 261-155. 277 votes (a 2/3rds majority of those present and voting) were needed under the suspension of the rules procedure that was used by the Democrats in order to avoid Republican obstruction tactics.

Republicans opposed the bill because it’s costs, approximately $34 billion, were not offset with new revenue. Since the financial crisis of 2008, Congress has routinely passed UI extension bills without offsets because benefit payments to help the unemployed are considered “emergency spending” and are not subject to pay-as-you-go rules.

The bill that was rejected today would have extended UI benefit payments, which expired in late May, until November 30, 2010. Without the extension, some 1.7 million unemployed people will lose their payment by Jul 3. Benefits for the unemployed will continue to run out at a rate of about 200,000 per week until an extension is signed into law.

This leaves Democrats with basically two options for passing an unemployment insurance extension before the July 4 recess — find a revenue offset to pay for the costs that can pass through both the Senate and the House (which may be what Senate Majority Leader Harry Reid [D, NV] is talking to Republicans about today on the Senate side), or try again in the House under normal rules and see if they can overcome Republican dilatory tactics and poison-pills to pass it with a simple majority.

Bill cosponsor Rep. Sander Levin (D-Mich.) said Democrats will return to the measure on Wednesday, when it will face a much lower simple-majority 219-vote threshold. “It will pass,” said Levin, who added that he is coordinating with his counterparts in the Senate.

    Another vote tomorrow in the house, only a simple majority will be needed… Still has to pass the Senate.

    Short 16 votes I have to give democrats credit for trying its dire out here no jobs no money whar are people suppose to do. Times can only get better. If this bill is not passed soon. However it won’t help everyone the 99ers will be left out the people who live in states with no extended benefits also won’t get.a life line the bill should help evetybody..

    Looks like i’ll be on the welfare line. Oh! Zthat’s right they won’t let me get qwelfare because in my stae they are still tellin me to file for unemployment. I hope these high on the hog fat political pigs have a great 4th paid holiday while figure out how to feed my kids….

    Very Sad they did not passed this stand alone Bill!!! Okay, I have a question for the the House. If you were so worried about spending why in the HELL did you give yourself a raise? I think we Americans have to right to lower your pay check so we can save money. You ASS Holes do not care about anybody but yourself. This country has already went to pot a long time ago. Now that their is no jobs for anyone you do not want to help the poor.

    You know when elections come about I’m and I know of a hell of alot more will help put all the ones that voted against the BILL in the unemployment lines too. So you will know how it feels to be without a job!!!

    I now fear that I will become homeless. I have no income now and no one to help me pay my bills. I am a 57 year old veteran and still have a 40,000 student loan to pay back that is and has been on deferrment for a while now. They want to put me on a 25 yr repayment plan which will have it paid off when I am 82. I don’t know how I am going to pay this when I can’t even pay for my basic expenses.

    The Senate must pass the unemployment extension bill in order for the american people (who made you senators) to survive. This bill needs to be passed prior to the July 4th holiday. This drama between the democrats and republicans is unacceptable. Your people are being hurt. I myself (like the rest of the unemployed people) have tried so hard to look for work but have being unlucky. My family depends on this money to have food and shelter; it is becoming so hard to just to bring food into the table. It is sad to think that our own government coult give a s*** about the american people.

    This makes me physically ill too. Today I received the balance of what was left over in my unemployment account…$ 34.00. Congress bailed out the banks and the car companies without having to find additional revenue. The government and those greedy bankers caused all this crisis and unemployment, and we’re the ones who paid. Now, we’re left hanging. I’m a single father with a 12 year old boy, we have been drinking water and eating eggs. When is this madness going to stop ??? Why should they care, they have jobs which they’ll lose in the fall hopefully, but of course the financial institutions will be there to hand them new jobs.

    off to welfare…but my state won’t approve me cause i’m told by unemploy to keep filing. I hope those fat hogs on capital hill have a great 4th paid vacation while i figure out how to feed my kids….

    This is absolutely disgusting, many of us have paid hundreds of thousands of dollars in federal income taxes in our lifetimes and now we are being hung out to dry. Shame on every member of the house that voted no! The thing I find most hilarious is the reason that all the republicans are voting no… What a joke, where was their concern for the 10 year deficit 10 years ago when there was no deficit?

    All we can do people is organize and make sure that we do everything in our power to ensure that the people blocking these bills do not get re-elected. There are 15 million unemployed Americans if we each get 5 friends/family members to vote against these people come election time that will be 75 million Amercians making it clear that we will not stand for our tax dollars being used for big business bailouts, nonsensical wars, etc to only have our government turn their back on Americans when we are in need.

    I cannot believe this!! They are going to go on their July 4 breaks while almost 2 million people are worrying about where their next meal is coming from or if they can keep a roof over theirs and their childrens’ heads. Dispicable!!! I mean, that truly makes me sick!

    this is so stupid. i just hope the president doesnt sit his ass down and let them do this to us unemployed people. why do they keep messing with this unemployment stuff anyway? now what r we all going to do? i just hope they find something better to do beside letn this go. people has bills and kids. we dont get paid 3,000 and 4,000 a week, so they dont know what its like to be struggling like this. what they basically doing is laughing at how broke we, while they siting back, making all the money. i mean at least point the unemployed people out a job before u give the job to someone else that already has a job then maybe the unemployed rate wouldnt be so low. darn! do they even gave a heart? i dont think so god is going to do something about this. come november, let see if all of those senates, republican and democrats will have there job, cause i will not put them back in the seat again! this is very unprofessional for them to act this way.

    Democrat or Republican is all irrelevant at this point. The sad fact is that all of these people are our elected officials…we elected them. Yet the good of the people, the economy and the overall state of our country is not of concern to a lot these people. It all boils down to a fight of who’s better, who’s right and who’s not. Battling over political stance versus fighting for what is right for the people. Some of these people have no business having the power they do. It is appalling to me to sit back and watch this parade of arrogance and lack of concern for us “little people” so to speak while they get up got to work and earn a paycheck by dragging their feet and getting nothing done. Maybe if they had to spend some time in some of our shoes things would take on new meaning and have a little more vested interest.

    The unemployment bill has been rejected again. I am completely devastated. I am unsure how I am going to pull this off. I am just laying on the floor crying. All I have strength for at this moment. I made it through June with no paycheck from unemployment and finally landed a job it starts July 6th. But first paycheck does not come till the 16th (only 4 days). Just does not seem FAIR …… They can say YEA I know, I have become addicted to watching the senate every day. Thinking if I watch it will help. I believed in my heart they would pass the bill. I believed in my heart I was going to make it. Now I just don’t know. Please pray for me and the 1.2 million other Americans in the same spot as me. Love Nancy

    Please pass this bill before the holiday break. If anyone cares about people in their own country, then please have a heart and stop playing politics for once. If it is passed, I will have faith in our country. If it does not pass, I will have to sit back, take my kids for a free fireworks celebration and remember how my own country let us lose everything. I received the initial 26 weeks and then it was dropped on June 1st with no money coming in since then. It was difficult for me to tell my children we were making sacrifices because I had to collect unemployment-I felt like a failure to them. All of a sudden unemployment doesn’t look so bad when you are now telling them that we will be going on welfare by the end of July.

    it failed reviving a 2/3rds majority by 18 votes, if they will vote again but using normal procedures it will pass. A republican will propose an amendment to pay for it, the amendment will fail then the bill will pass.

    Disgustingly but expected only 30 republicans voted for this bill, if 18 more republicans would have voted yes they could have sent this bill to the senate today, 24 democrats did not vote yes on this bill. If 18 more democrats had voted yes this bill could have been sent to the senate today. Now if they immediately start normal procedures they can have it to the senate by Thursday, Friday at the latest. there are at least two senate republicans that said they would vote for a stand alone extension even if it is not paid for so it looks like this could come down to 1 vote in the senate.

    Please Pelosi get this thing rolling, and people please keep calling Reid and beg that he allows for a vote on a a stand alone unemployment extension.

    ok people, I too am without a job at present, my first 26 weeks of state unemployment ran out the beginning ofn June. My husband is disabled, I was laid out because of downsizing in Dec. I haven’t gotten any extension payments yet. All of my bills are late, don’t know if I’ll be able to afford my husbands heart meds when what we have are gone. We have been eating alot of squash from the garden because I don’t have the money to go to the grocery store. I have spent the day emailing every senator in the senate and will keep doing so. hopefully they’ll get the message if everyone does the same.

    Well, I knew it, people that’s the government for you. Let’s see how much money the economy makes with thousands of people not able to spend a dime for the holiday. Who wants to celebrate our independance going through this? The leaders of this country are pitiful.

    We all need to put more pressure on our “representatives!”
    Two days until the 1st and then my rent is late and I have to beg for a few more weeks until I can figure something out. Not to mention I am already behind on everything else. How is it that I pay into this system all of my adult, working life and this is their answer when I am in need.
    This isnt about the deficit or politics anymore. We are people who need help now!
