Unemployment Extension Passes House, But the Bill is Now Stuck in Limbo

As expected, the House of Representatives this afternoon passed their stand-alone unemployment insurance extension bill (H.R. 5816). The vote wasn’t even close. 270 congressmen voted in favor of the bill, including 29 Republicans, and only 153 voted against it. The full roll call details can be viewed here.

Among those voting “no” were 11 Democrats — Brian Baird [D, WA-3], Robert Berry [D, AR-1], Bobby Bright [D, AL-2], Jim Cooper [D, TN-5], Baron Hill [D, IN-9], Betsy Markey [D, CO-4], James Marshall [D, GA-8], Mike McIntyre [D, NC-7], Walter Minnick [D, ID-1], Glenn Nye [D, VA-2] and Heath Shuler [D, NC-11].

The bill would extend the filing deadline for extended unemployment insurance benefits until Nov. 30, 2010. It does not contain the extra $25 per month from the Federal Additional Compensation program that was passed in the 2009 stimulus bill. It also would not create a fifth tier of benefits; 99 weeks would still be the maximum amount of time a person coud receive benefits payments. It would, however, pay benefits back retroactively to individuals who have seen their payment cut off since the deadline for filing for new tiers of benefits expired on June 1.

Despite the House’s vote today, the bill is not likely to be signed into law until mid July when the Senate returns from their recess. Both chambers must pass the bill before it can be sent to Obama to become law. When the Senate returns on July 12, the Democrats should have the 60 votes they will need to finally overcome a Republican filibuster of the extension because West Virginia Governor Joe Manchin (D) is expected to have appointed a replacement for Sen. Robert Byrd [D, WV] by then.

The Iowa Independent reported earlier in the day that another Senate vote was possible tonight under an emergency session called by Senate Majority Leader Sen. Harry Reid [D, NV], but that does not appear to be panning out. It looks like the Senate will, in fact, stay adjourned until July 12.

    It is crazy. Why cant Obama make them stay and take care of this? Are we Americans and voters not important?

    OK, now I’m confused. I thought a standalone bill had already been introduced to the Senate but they voted against it. Is this correct? Will someone explain this to me? Thanks!

    Senate Dems fell one vote short of defeating a GOP filibuster of a standalone UI bill last night. Their plan now is to wait until after the July 4 recess when they will have one more vote — Byrd’s replacement — to help them break the filibuster. They return on July 12.

    Last night’s bill was NOT a standalone bill Mr. Shaw. Last night’s bill included extending the time for first time home buyers to qualify for an 8 k tax incentive that is not UI benefits. The Senate did not vote on a standalone bill last night. Go online and read for yourself. It was the “Unemployment extension and homebuyers tax credit bill.” not a UI standalone bill. Please don’t take offense Mr. Shaw I think you are doing a great service here this was just a hiccup I am sure. Try and have a happy 4th everyone.

    99 weeks of drawing unemployment. This is how it works:

    26 wks – Regular unemployment
    20 wks – Tier 1
    14 wks – tier 2
    13 wks – tier 3
    06 wks – tier 4
    20 wks – EB (extended benefits)

    In reply to handout no you don’t want to get laid off. It is the worst nightmare. I would not wish this on anyone. You have stress and a lot of sleepless nights worrying. So no please be careful what you wish for. It is horrible being unemployed.

    To those of you who responded to handout, don’t waste your time. I’ve seen him/her on here several times making ignorant remarks. He/she is like an elementary school child that likes to rock the boat and basically p*ss people off. Please find something more constructive to do with your time.

    Handout, “benefits” are substantially less than an individual’s full salary. Believe this schoolteacher wife of an unemployed, overqualified, and hardworking American man when I say that you should thank your lucky stars if you are employed at this time.

    Oh yeah hand out? I have paid in excess of 120k in taxes over the last 4 yrs. I would rather my tax dollars go to my fellow Americans in need than foreign aid, two wars and bailouts for Banks and Wall Street. You are an ass!

    You need to be prayed for. Obviously, you have a job. Be thankful and prayerful that you will keep it. To be unemployed in this country right now is a nightmare.

    Seriously??? What a pig you are! All of us on unemployment would give out right arms for a job. You are only displaying your ignorance. You want to get laid off and collect unemployment…you will have no health insurance, no retirement, not be able to pay all of your bills because unemployment is not that much money. Seriously, get informed or restrict your comments to the weather.

    I am one of the millions of people who have no income at all because all you people in the Senate are doing what you do best waste time. I am 60 years old and I can’t get a job 1 because I am considered old and ready to retire, But after working for over 40 years you would think that I could at least get my 1st and 2nd tier. I have only received 26 weeks. You know maybe this country needs to have a walk on Washington. I am worred where I am going to be living,where my next meal comes from and yet we worry about the whole world. Maybe we should clean up are own backyard first.

    has anyone heard if a protest took place in washington today? and also does everyone know that senate and house are both on vacation from july 31-sept 6th and then there gone again from oct 31-jan 3 of 2011. im getting really depressed . GOD PLEASE HELP ALL OF US GET MONEY TO LIVE AND FIND JOBS SOON. AMEN

    Hope you are rite. This is taking to long to pass. The pres. and speaker should cut short their vacation and make them do what we elected them to do VOTE to pass this NOW. I am hurting just like the others. Rep. beware in Nov.

    Reid is suppose to be meeting with Obama today. It could be on anything but some are saying it is about this extension. With Senators still available since they are there for Byrds memorial maybe, just maybe, it is possible they WILL have an emergency vote. If it can pass the Congress with that kind of spread surely they Senate Rep. won’t keep fighting it. It is so hard to be left waiting like this but I still have my hopes.

    Just another waiting period…it sickens me. What’s sad is this is just a small victory. I wont cheer until the senate ok’s it and it goes to Obama for signature. That’s sad, wish when I had a job I could take off 10 days for my vacation…and get paid for it!
