    I am currently going through the foreclosure process due to the lender not negotiating with me. They state that the investor does not allow loan modification on this loan. Does this bill still apply, and are they required by law now to negotiate with me?

    You are NOT going through foreclosure because the lender will not negotiate your terms. Did they tell you they would re-negotiate your terms if you got in over your head when you signed the mortgage? Most people foreclose because they buy too much house or have a high consumption lifestyle.
