First Bill of the 111th Signed Into Law

It was S.J.Res.3, signed into law this morning by President Bush.

This is the bill that lowers the salary for the Secretary of the Interior so that Ken Salazar can take the position without violating the Constitution. Article I, Section 6 of the Constitution says (in part):

>No Senator or Representative shall, during the time for which he was elected, be appointed to any civil office under the authority of the United States, which shall have been created, or the emoluments whereof shall have been increased during such time.
