<plain-language-summary>This is the House health care bill that was approved by the House of Representatives on Nov. 7, 2009.

Broadly, it seeks to expand health care coverage to the approximately 40 million Americans who are currently uninsured by lowering the cost of health care and making the system more efficient. To that end, it includes a new government-run insurance plan (a.k.a. a public option) to compete with the private companies, a requirement that all Americans have health insurance, a ban on denying coverage because of a pre-existing condition and, to pay for it all, a surtax on individuals with incomes above $500,000.

<plain-language-summary>This legislation seeks to expand upon 1969 U.S. federal hate-crime law by extending its scope towards bodily crimes motivated by a victim’s actual or perceived gender, sexual orientation, gender identity, or disability, in addition to the current provisions of bodily crimes motivated by a victim's actual or perceived race, color, religion, and national origin. It would also codify and expand the funding and investigative capabilities of federal officials for aiding their local counterparts.

Senator Kennedy [D, MA] also introduced this legislation in the 110th Congress as a bill, which died in committee, and then as an amendment to the Senate Defense Reauthorization bill (H.R.1585), which was approved by a voice vote. However, this amendment was ultimately dropped due to opposition from antiwar Democrats, conservative groups, and former President George W. Bush. Contrastingly, President Obama has indicated that he aims to see this version of the bill passed. The companion legislation, H.R.1913, passed the House vote in April.

<plain-language-summary>This bill (aka "card check") would change the rules governing the formation of unions, the way first contracts between unions and employers are negotiated, and how employees' rights are enforced.

Under the bill, workers would be able to decide whether to hold a secret ballot vote on union formation after a majority of employees have signed union authorization cards, or to have the union certified based on the cards alone. Under the current rules, employers have the power to make that decision. The bill also designates a time line for first contracts to be drawn up between unions and employees and stipulates that if no deal is reached within 120 days, an arbitration panel will render a decision that will be binding for two years. Finally, it would increase the fines employers must pay if found guilty of violating their employees' right to unionize.

This bill is organized labor's number one legislative priority, and it is vigorously opposed by the business lobby. Democratic leader are expected to bring it to a vote in the Senate sometime this summer. The big question regarding its passage is whether or not the Democrats can find 60 votes in favor of breaking an inevitable Republican filibuster. The House version is H.R. 1490.

<plain-language-summary>The Blair Holt's Firearm Licensing and Record of Sale Act would establish a nationwide system for prohibiting unlicensed gun-ownership. If approved, the law would require gun owners to apply for five-year licenses to own firearms, and would give the U.S. Attorney General broad authority over the program.

This is a fringe bill with no co-sponsors that has virtually zero chance of becoming law.
