Official Summary

3/17/2009--Introduced.Community Oriented Policing Services and Key Investments in Developmental Services Act of 2009 or the COPS and KIDS Act of 2009 - Amends the Omnibus Crime Control and Safe Streets Act of 1968 to increase and extend the authorization of appropriations for the community oriented policing services (COPS) grant program through FY2014. Renames the Juvenile Justice and Delinquency Prevention Act of 1974 as the Key Investments in Developmental Services Act (KIDS Act). Authorizes appropriations for FY2010-FY2015 for KIDS Act grant programs. Expresses the sense of Congress that the yearly appropriations for the COPS grant program should be equal to the yearly appropriations for juvenile prevention and intervention programs under the KIDS Act.
