Tory Jo's Loophole AMBER Response Act - Amends the PROTECT Act to:
(1) require the minimum standards for the issuance and dissemination of alerts through the AMBER Alert communications network to allow local law enforcement officials to issue and provide for the dissemination of an alert to facilitate the recovery of an abducted newborn; and
(2) define "child" to mean an individual under age 18 or a newborn.
