Amends the Controlled Substances Act to provide that any offense of distributing or manufacturing a controlled substance in or near a school, distributing such a substance to a person under age 21, or employing or using a person under age 18 in a drug operation shall constitute a second offense by a person already convicted of any of such offenses.
