To amend the Internal Revenue Code of 1986 to provide that a deduction equal to fair market value shall be allowed for charitable contributions of literary, musical, artistic, or scholarly compositions created by the donor.

what I don't understand is how my congressman, charlie gonzales, can co-sponsor this bill and not co-sponsor a bill that provides health care for ALL americans. especially when 69% of his Hispanic constituents living in Bexar county are UNINSURED.
