Official Summary

3/28/2007--Introduced.
Imposes a two-year moratorium on implementation of a proposed rule ("Medicaid Program; Cost Limit for Providers Operated by Units of Government and Provisions To Ensure the Integrity of Federal-State Financial Partnership") relating to the federal-state financial partnerships under Medicaid and the State Children's Health Insurance Program (SCHIP) under titles XIX and XXI of the Social Security Act. Prohibits the Secretary of Health and Human Services, at any time before the end of such two-year period, from taking any action to:
(1) finalize (or otherwise implement) provisions contained in the proposed rule; or
(2) restrict Medicaid payments for graduate medical education (GME).
