(1) increase the total cost and estimated federal and nonfederal costs authorized for various projects in south Florida; and
(2 authorize appropriations for the C-43 Basin Storage Reservoir and Aquifer Storage and Recovery Project (Phase I-- West Basin Reservoir), at a specified estimated federal and nonfederal cost, with water quality improvement features determined necessary to achieve the restoration of the ecosystem.
