To amend chapter 44 of title 18, United States Code, to require microstamping of all firearms manufactured in or imported into the United States, and ballistics testing of all firearms in the custody of the Federal Government.

Obviously Rep. Andrews hasn't actually researched this so-called "technology," or he'd quickly realize that the bad outweighs the good. The microstamping can be defeated any number of ways, quickly and with little effort. Also, normal wear and tear will eventually obliterate the stamp's effectiveness, just as it changes the ballistic "fingerprint" over time. Since a large portion of crime guns are stolen, even those with intact stamps will only lead authorities to the original purchaser, not the thief / shooter. On top of it's ineffectiveness as a crime fighting tool, this technology doesn't come cheap, making the cost of guns increase, putting further strain on the budgets of small police departments and other users of firearms. This is a BAD BILL based on little or no research and should be canned.
This is another example of a bill whose title sounds reasonable enough but research proves is completely unrealistic.
Just another attempt to hide gun-control in a crime bill.
