11/5/2007--Public Law. (This measure has not been amended since it was passed by the Senate on September 27, 2007. The summary of that version is repeated here.) Joshua Omvig Veterans Suicide Prevention Act - Expresses the sense of Congress that:(1) suicide among veterans suffering from post-traumatic stress disorder (PTSD) is a serious problem; and
(2) the Secretary of Veterans Affairs, in developing and implementing the comprehensive program outlined in this Act, should take into consideration the special needs of such veterans and of elderly veterans who are at high risk for depression and experience high rates of suicide. Directs the Secretary to develop and carry out a comprehensive program designed to reduce the incidence of suicide among veterans. Requires the program to include:
(1) mandatory training for appropriate staff and contractors of the Department of Veterans Affairs (VA) who interact with veterans;
(2) mental health assessments of veterans;
(3) designation of a suicide prevention counselor at each Department medical facility;
(4) research on best practices for suicide prevention;
(5) mental health care for veterans who have experienced sexual trauma while in military service;
(6) 24-hour veterans' mental health care availability;
(7) a toll-free hotline; and
(8) outreach and education for veterans and their families. Authorizes the Secretary to develop and carry a peer support counseling program as part of such program. Requires the Secretary to report to Congress on the program.
