Extends the special survivor indemnity allowance to survivors of members of the Armed Forces who die either in the line of duty or while on active duty after:
(1) becoming eligible for retired pay;
(2) qualifying, but not applying for, retired pay; or
(3) completing 20 years of active service but before eligibility for retirement as a commissioned officer because the member has not completed ten years of active commissioned service.
