3/10/2008--Introduced.Helping Communities Act of 2008 - Directs the Secretary of the Treasury to make grants to states for providing foreclosure-mitigation counseling to homeowners of owner-occupied single family homes with mortgage loans in default or in danger of default. Requires each state recipient to provide at least 95% of the grant amounts to nonprofit entities. Authorizes additional FY2008 appropriations for community development block grant assistance under the Housing and Community Development Act of 1974.
