    What acts or events? Who?

    The history in the bill is the excuse for the terror.

    Maybe we’re owed compensation for what was done?

    What is anti apartheid activity? Which aliens? All aliens? What about compensation for the aliens’ countries where the terror took place? Was their terror on US soil?
