    This act partially defines a hybrid as a being with human and non-human tissue. Does that include artificial tissue? What about humans who have received organ transplants from animals? It’s already been approved in Britain. See http://en.wikipedia.org/wiki/Xenotransplantation for more information.

    looks like the definition has been clarified to limit the act to embryonic development of hybrids. That’s an improvement. But it still sounds like this was written by someone afraid of the Island of Dr. Moreau.
