    Aren’t Peace Corps Volunteers in poverty and taxed as such? Isn’t Health and Human Services in charge?
    Isn’t five years the normal contract for contractors for the US government overseas?
    Why would I treat a foreign contractor as a US contractor when I can’t even vet the US contractor? The foreigners working for the contractor are eligible for SS and Medicaid?

    Can this be considered separation/pension pay under H.R.3528?

    Contractors are Americans, host country nationals with property in the US or PCV employees or PC employees or host country nationals/PC employees having been in country for a certain period of time?

    This bill contains H.R.3764. The difference is the intelligence community has been added. Peace Corps and the Intelligence Community are supposed to have separate legislation.

    The five year period is standard for overseas contracts, return from intelligence operations (IIPA), intelligence operations bans(PCV employees), and PC employee contracts.

    This is a bad way to combine PC and intelligence agencies legislation, unless it is counter intelligence operations.

    PC has had an agenda with the five year contract period for PC employees. This bill can be used as an argument to change the five year PC contract and PC employee contract. Included with this agenda is one at the Department of the Treasury that has the Director running a pension fund for overseas PC employees, eventually to include domestic PC employees when the IG lobbyist has the legislation changed. The Director now controls the term of employment to five years and beyond five years with a waiver. He also controls the amount of the pension. When the five year contract and employment law is change, it will be argued that he has too much power over employment and pensions. Foreign Service Officers have a union and danger pay. The argument will be the same for PC employees and PCV employees. The problem with equality.

    The intelligence community legislation should be separate from the PC legislation.

    This is one of these bills that combines tax relief of one group of people with extra tax burdens on another group that has nothing to do with the first one. Its bills like this that make me despise the politicians. Anybody who approves this should not be reelected.

    There are thousands of very productive individuals that live and work and pay taxes in this country, that may want to go home o their home countries in there old ages, that are severely penalized (H1, GC, Dual Citizens,….). Most of them were in high paying jobs, paying several times more taxes then the average American, and then again, they get dinged in their old ages.

    Why not take the money for the armed services from the guys that sent them into the war in the first place? Bush, Cheney, Rumsfeld and families?

    Its a shame! Its a shame that someone in congress can come up with with something like this.

    Where do I sign up to fight this bill and the people responsible for it!??

    expatriation was also thrown in to prevent people leaving the country with their money. Congress wants people to pay to leave the country now, presumably because people will want to avoid the higher taxes that are coming.

    Heres how I see it. Both Iraq and Afghanistan will fall apart with this new tax base. There are hunderds of us working in these countires and paying our fair share of taxes on our own and now we are being told to. Not right and If they want to hit someone hit the companies with fees not the employee with taxes

    H.R. 6081 It is a shame they forgot the retired veterans even those on disability?? If they are married to a foreighn national they are still not going to get a stimulus payment but at least they got it half right.

    I just need some clarification. I already know that SS and medicare is being paid by KBR/SEII in Iraq and Afghanistan. What about income tax. Are they still entitled to tax free I think on the first 80K if you stay out of the country 330.
