Hey now, government is something we've created to make living with 400 million other people function. Congress is the thing we created to make the rules.
If you were living in a house and one of your children or roomates always played the TV so loud it annoyed you, what would you do? You'd talk about it and maybe make a rule.
A family that couldn't tackle something this simple probably couldn't tackle more important issues either.
So even if this isn't world-changing, we should see legislators trying to fix an easy problem that annoys tons of people as healthy democracy. Coming together to fix the simple stuff (even if it doesn't affect us individually--e.g. I don't have a TV) is the best practice for solving the harder problems.

im pretty sure they already have a law like this in place, the thing is that they dont increase the volume on ads they just record the ads louder having a similar effect

This bill is fundamentally flawed.
TV commercials should be played at half to 1/4th the volume of the TV show accompanying them, as TV commercial makers will simply adjust the dynamic range of their commercials to make it seem louder then the TV programs they air with.
When do we get to vote on impeachment, or leaving Iraq, or investigating oil futures trading? Not that entertainment issues aren't important. However, as long as you are going down this road how about letting people buy access to a select few channels instead of forcing them to buy access to 99 or more channels of which 95 are total crap.
It's about damned time!!!!

(a) Regulation Required- Within one year after the date of enactment of this Act, the Federal Communications Commission shall prescribe pursuant to the Communications Act of 1934 (47 U.S.C. 151 et seq.) a regulation that provides, in connection with any video programming that is broadcast or that is distributed by any multichannel video programming distributor, that--
(1) advertisements accompanying such video programming shall not be excessively noisy or strident;
(2) such advertisements shall not be presented at modulation levels substantially higher than the program material that such advertisements accompany; and
(3) the average maximum loudness of such advertisements shall not be substantially higher than the average maximum loudness of the program material that such advertisements accompany.
(b) Definitions- For purposes of this section, the terms `video programming' and `multichannel video programming distributor' have the meanings given such terms in section 602 of Communications Act of 1934 (47 U.S.C. 522).

If you watch a show where only people are talking, then it goes to an ad with music, narration and some sound effects... it's gonna seem louder no matter what.
Thank goodness! I'm so tired of commercials screaming at me to get my attention. My mute button is wearing out from constant use.
Doesn't this fall under the old "Payola" laws established in radio when DJs were paid by record companies to play singles louder (back in the day of weak radio reception)? I could sure fall in love with this bill. Wish I lived in Cali right now. Good luck busting Comcast/Charter/Time-Warner on their crappy service too! smileys

Just build brickwall limiters into TV sets. They'll sell like hotcakes. Or, better yet, a mute button on the remote control... Problem solved without our bloated government.

And the lunacy in Washington continues...I don't need the government wasting time and resources on such an idiotic issue. I am perfectly capable of turning volume down, muting, or, hears a thought, change the damn channel and support networks that do not engage in such tactics. In my opinion, USA Network is/was the worst offender. C'mon people, think for yourselves and take action. Our government should not be wasting time arguing about the volume of tv commercials. That time could be better spent unraveling all of the problems they've created over the last 8 years.
Are people so lazy they can't lift their arm a couple of feet to press the mute button? If so, this country is in trouble. That mentality is why no one stopped to help the man hit by a car. You all expect the godly hand of government to swoop down and save you from responsibility.
I'm not so lazy i can't lift my arm a couple of feet to press the mute button but i am usually busy doing something else while the tv is on and often can't get to the remote without a hassle. Sure hope this passes. Definately not an earth-shattering issue, but quite often an ear-shattering and annoying one.
