    This bill requires centralized reporting of security breaches, a key feature in measuring the scale of these types of incidents.

    This bill does not address a breach that occurs outside of the U.S. Many companies now use “offshore” agencies for bill collection. These agencies have access to all pertinent personal information, including financial, that could allow a foreign individual, for example, to access a citizens bank account, or steal their identity, without their knowledge or permission.

    Does the citizen have any legal recourse against the individual or company in the foreign country or does the company based in the U.S. have sole legal responsibility? Does this law cover foreign subcontractors?
