Amends the Controlled Substances Import and Export Act to increase the mandatory minimum prison terms for trafficking in methamphetamine. Requires the Attorney General to establish methamphetamine task forces, consisting of federal, state, and local law enforcement authorities, to coordinate efforts to combat methamphetamine trafficking.
