Relief for Rural Veterans in Crisis Act of 2008 - Amends title XVIII (Medicare) of the Social Security Act to:
(1) authorize the Secretary of Health and Human Services to award grants to states for increasing the delivery of mental health services or other health care services deemed necessary to meet the needs of veterans of Operation Iraqi Freedom and Operation Enduring Freedom living in rural areas; and
(2) extend the authorization for Medicare rural hospital flexibility program (FLEX) grants.
