    We need limits on foreign aid for food, food programs and farming programs. The bills have doubled or tripled from Congress and are now 100s of billions of dollars. The bills are also going out five years and ten years.

    Kerry's bills go out 15.

    The meetings on food aid just ask for more free food and money to pay their farmers and feed their people. This can be done by the governments, they can afford it. The emergencies are more money p of what we already provide and it is income. The 'emergency' programs are now five year emergencies. We shouldn't provide food for a country that can do it themselves.
