A BILL
To amend title 5, United States Code, to provide for 8 weeks of paid leave for Federal employees giving birth, and for other purposes.
Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled,
SECTION 1. SHORT TITLE.
SEC. 2. PAID LEAVE.
Section 6382(d) of title 5, United States Code, is amended--
(1) by striking `An employee' and inserting `(1) Except as provided in paragraph (2), an employee'; and
(2) by adding at the end the following:
`(2) SPECIAL RULES FOR MATERNITY LEAVE-
`(A) IN GENERAL- Leave granted under subsection (a)(1)(A) shall consist of paid leave for an eligible employee who gives birth of at least 8 contiguous workweeks following the birth to assist in her recovery.
`(B) FATHERS- Leave granted under subsection (a)(1)(A) because of the birth of a child shall consist of paid leave of at least 5 days for an eligible employee who is the child's father.
`(3) SPECIAL RULES FOR ADOPTERS' LEAVE- Leave granted under subsection (a)(1)(B) because of the placement of a child with an eligible employee for adoption shall consist of paid leave of at least 5 days.'.
SEC. 3. PAID SCHOOL FUNCTION AND MEDICAL LEAVE.
Section 6382 of title 5, United States Code, is amended by adding at the end the following:
`(f) Responsible Parenting Leave-
`(1) IN GENERAL- In addition to any leave provided under subsection (a), an employee shall be entitled to a total of 8 hours paid leave, which may be taken intermittently during any 12-month period, to accompany the employee's child to--
`(A) a medical or dental appointment;
`(B) an appointment with a teacher or other official of an elementary or secondary school; or
`(C) a school function.
`(2) MULTIPLE CHILDREN- Paragraph (1) applies separately to each child of an employee.'.
