    The bill has kind of backfired. The latest CIA torture tapes and confirmation the US government was torturing foreign nationals in Thailand is another bill with almost the same wording. For example, do the US torturers from Thailand go to a trial? Do the doctors from John’s Hopkins who supervised in a foreign country?

    US Government agencies have agreements with the Thailand government to torture people in Thailand. Is it okay for other government agencies, like Peace Corps, or businesses and universities like John’s Hopkins to have memorandums of understanding or country agreements? Ethically, Congress has to legislate because the PC, businesses and universities believe it is ethical to have these agreements with the government of Thailand.
