    Look at section 12) In keeping with the early history and democratic traditions of the United States, the principles established in the Constitution, and in conformance with the other territories of the United States which have delegates but no Representative, the residents of the District of Columbia should be exempt from paying United States Federal income taxes.

    This enables ALL LOBBYISTS, representatives, senators, transient attorneys and The President to NOT PAY ANY FEDERAL TAXES!!! Guess that is why they call it the District of Corruption.

    How dare Congress vote themselves a pay raise and then further attempt to exempt themselves from paying income taxes on it. This is theft pure and simple; a most shameful, disgraceful act of treason against the American people. Don’t set yourselves above the law that oppresses the rest of American workers. YOU voted for the bailout against the will of the people you supposedly represent knowing that you can opt out of the repayment. TREASON.
