2/13/2009--Introduced.Keep Our Promise to America's Children and Teachers Act or the Keep Our PACT Act - Makes appropriations for:
(1) programs under the Elementary and Secondary Education Act of 1965 for FY2009-FY2014; and
(2) the Individuals with Disabilities Education Act, including specified amounts for FY2009-FY2016 and an amount determined pursuant to a specified formula (based on the number of children who received special education, the average per-pupil expenditure, and the rate of change in a state's population) for FY2017 and thereafter. Requires such appropriated amounts to be expended consistent with pay-as-you-go requirements.
