Authorizes the Secretary of Agriculture, subject to valid existing rights, to convey real property within Los Padres National Forest in California, to the White Lotus Foundation. Requires any appraisal of the real property conveyed to conform to specified standards and be subject to the approval of the Secretary. Requires consideration for the conveyance of real property under this Act to be in an amount not less than the appraised fair market value of such property. Sets forth requirements for the deposition of proceeds from the conveyance of such property. Requires the White Lotus Foundation to: (1) continue to allow existing access to any roadway that may be conveyed; and (2) pay the reasonable costs of survey, appraisal, and any other administrative costs associated with the conveyance.
