The founding fathers would place those who passed this bill in Prison for life, since it is against our 13th Amendment.
No actually the word Mandatory was replaced by the word Authorized, which means the same thing.

Thank you so much for the links dantheman8282, these were most helpful. I see that the "mandatory service" sentence that seems to be the cause for so much angst is actually part of a description for local school participating in the programs or activities listed in paragraphs 3 and 4 of that section. i.e. http://www.govtrack.us/congress/billtext.xpd?bill=h111-1388&version=pcs&compareto=ih&view=side and not a statement about Federally mandated participation in service programs.

Don't read the bill for what it says now, read it for how it can be expanded by the President in the future.
Indeed I cannot believe these cracker jack prized senators, just vote like it deciding what to shove down their lazy, non-critical thinking, McDonald consuming asses. When do leaders of nations go from being wise men to wiseguys? I for one will teach my children morals and values, I will teach them to be kind and think of others, I will instill a sense of pride in them of their families, ancestors, and their country. I do not need or want the government taking this away from me, nor do I want them taking my children s' free will, or basic freedoms from them or the generations that follow. Enough is enough. Madatory service is a feature of most Social Democracies. If the Republicans could offer the U.S. citizens more than foreign aggression, business deregulation, and tax cuts for the upper brackets, they might be able to win an election sometime in the next 20 years. I won't bet on that.
Next election you democratics will get the first boat back to your homeland, since you are not americans.
Can someone PLEASE give me a logical explaination why it should cost the taxpayers $100,000,000 the first year of this bill for volunteers? Does that not suck the wind out of the very notion? I guess the taxpayers are "volunteering" more money to the government. This bill is not some dumb, its plumb dumb.
SEC. 122. NATIONAL SERVICE PROGRAMS ELIGIBLE FOR PROGRAM ASSISTANCE.
‘(a) Required National Service Corps- The recipient of a grant under section 121(a) and each Federal agency operating or supporting a national service program under section 121(b) shall, directly or through grants or subgrants to other entities, carry out or support the following national service corps, as full- or part-time corps, including during the summer months, to address unmet educational, health, veteran, or environmental needs.

I object to Ammendment 49 to this Bill.........sneaky if you will!!!!
Why can't a Bill just say what it is, without all the add-ons that no one seems to pay any attention to???? Obviously, it is because the Bills are so bulky by purpose so no human being could possibly read them and understand them in a lifetime! The Stimulus Bill is an example of passing anything to massage a purpose.....destroy this Country! It is time for impeachment of Congress and the President, for malfiesence in office..............and failure to represent "we the people" in their efforts to solve the economic crisis! Let's face it, failure because of dishonesty is the reward and consequence! No amount of fiat money to shore up these failing institutions will solve a problem created by ghost lending!!!!! Get back to the Gold Standard, and make our money worth something.....what a Legacy that would be for any sitting President or Congress to accomplish!!!
You are aware, of course, that Amendment #49 was in fact the Republican motion to recommit this bill, yes? That is, that it was offered by Rep. Virginia Foxx (R-NC) and was unanimously supported by House Republicans?

Agree with all you have said here! And you're right, Amendment 49 is particularly heinous!!!
Mandatory Service and Mandatory Education: No it isn't in H.R.1388 for all youth, that language has simply been relocated to H.R. 1444.
But Veterans, Unemployed people, and Law-breakers are still on the docket.
Mandatory conscription is still in the plans. Free-Speech also under attach. H.Amdt49 = Speech control for all conscripted. Lots of re-education. Oh, the junior fighting force will be well programmed to believe in all the ideals of Statism. The ideas are to be embedded in every subject of public education. A well planned "mind-stimulus" of Hope and Change - that they will believe in. A lie told often enough becomes truth to the hearer.

Amendment #1 to H.R. 1388 by Congressman Miller (CA), Chairman of the Committee on Education and Labor, and passed by voice vote, includes a requirement for the Congressional Commission overseeing the application of this bill, to determine "whether a workable, fair, and reasonable mandatory service requirement for all able young people could be developed, and how such a requirement could be implemented..."
This looks frighteningly like the Jugendbund der NSDAP introduced in Germany on 22 Mar 1922, or AKA Grossdeutsche Jugendbewegung (Greater German Youth Movement).
The fact that the government is funding volunteering (in itself is a contradiction) is ludacris. At some point down the line a politician will be able to decide which "volunteer' activities are worthy of payment and which aren't.
For the matter of mandatory service I remember many athletic practices I attended that weren't mandatory, unless I wanted to play. To meet school requirements (or for schools to receive funding) students may be required to participate in this program. There are many ways around words in a bill. Heck sometimes it depends on what your definition of the word is is.

The initial language did include a segment speaking about mandatory service. However, it has been taking out and is currently and lawfully no more than a benign source of funding for Americorps. This is how it starts...benign bill after benign bill slipping through Congress and becoming law, until finally we're screwed. We need to put a stop to anything else that comes through.
Given what Obama and Rahm have said in the past about their desire for a mobilized youth force "just as strong as the military" I know where this is headed. Stop the benign bills from even going through. Don't let it come down to a terrible end.
