Amends the Intelligence Reform and Terrorism Prevention Act of 2004 to extend through 2019 the inclusion of &amp;quot;lone wolf&amp;quot; terrorists as agents of a foreign power, for purposes of the authority to obtain intelligence on non-U.S. persons engaged in international terrorism.&lt;br/&gt;</summary>
