Now is not a good time to expand goverment to this sector YET, waint until our economy is in a better position to so this.
This item should be addressed by the states bordering the ocean, not the federal government which has no authority in this matter.

the thing is the states that border the ocean aren’t the only ones who affect the oceans. Everything is interconnected and people need to realize the consequences of their actions, however small. The way to do this is through education.
