(Sec. 203) Authorizes states to provide to the owner of a manufactured home constructed prior to 1976 a rebate to use toward the purchase of a new Energy Star qualified manufactured home that is used on a year-round basis as a primary residence. Requires the rebate to be given only if the manufactured home constructed prior to 1976 will be rendered unusable for human habitation and will be replaced, in the same general location, with an Energy Star qualified manufactured home. Directs federal support for the program to be provided through the emission allowances allocated to the states’ SEED accounts. Caps rebates at $7,500 per manufactured home.

Although we need a way to encourage more eco-friendly business practices, cap and trade is not the way to go.
I tend to agree. One suggestion I had is simply don’t allow anybody to ban eco-friendly business practices. Just like cap and trade would artificially lower the cost of alternative energy compared to traditional sources of energy, a ban or restrictions on solar panels for example will artificially increase the cost of solar panels relative to fossil fuels.
There will come a day when solar or wind power is a legitimate financial decision for businesses and homeowners (without artificial incentives) and when that day comes I hope local governments and home owners associations don’t ban solar panels because they think it’s an eyesore.
I would like to see this in the legislation. Allow people to start moving forward on their own without a mandate if they want.
Did you not hear President Obama say over, and over that our utilities will SKYROCKET? First of all, this is a scam. Our climate is not getting warmer. In fact it has stayed the same for many years now. Last year in July, NY had the coldest month EVER! If President Obama was so concerned about the climate, why does he fly all over campaining, and pollute it? He should be sitting at his desk trying to find a way to create JOBS!!!! Same with Al Gore, who in my opinion should be arrested for fraud, just like Madoff! He flies all over in his big JET!

The “environmental movement,” once the bastion of peace loving hippies and Earth mothers, is potentially the booming business of the 21st century. Billions of dollars currently change hands each year in the name of the environment and, by all accounts, the surface is only scratched.
To date the missing piece of the puzzle has been a government mandate, something cap-and-trade legislation will remedy. Those already in the game stand to reap a fortune on the backs of average Americans who will see their energy bills “necessarily skyrocket,” as President Obama explained, as businesses pass along the new cost of doing what they do in a “green America.”
It’s interesting to note that without the specter of a government mandate, the Chicago Climate Exchange would hold no value. Likewise Fannie Mae’s patented trading system and Emerald Cities’ prospects for “a new vital economic sector” would be nothing more than fool’s gold.
Equally troubling is the blatant acknowledgement by those involved in this high stakes green rush that power & profit are the only real benefits to be had. The words of Joel Rogers: “I hope you all realized that you could eliminate every power plant in America today and you can stop every car in America. Take out the entire power generation sector and you still would not be anywhere near 80 percent below 1990 levels, and this is with bringing the economy to a complete halt… basically.”
Carbon credits are literally nothing. There is absolutely no value to them, nor do they solve any problem. They create nothing, except great wealth for those who seek to traffic in them. Global warming is a proven hoax.
However, just for fun, lets pretend that global warming is real. How would buying carbon credits from one person, and then selling them to another, make any difference whatsoever? The short answer is, it wouldn’t. You would still have the same amounts of carbon in the air.
Here’s how this scam will work. Everyone will be assigned “carbon credits” based on whatever the government decides. This of course, is a worldwide scheme. People who actually produce things will not have enough credits to function.
Non-productive entities that have extra “credits” can sell to entities who actually contribute to society. This is where Obama & cohorts come in. Obama was key in setting up the Chicago Climate Exchange as the mechanism for selling these bogus carbon credits.
The way Obama &d his crime syndicate will get rich is simple. When a non-producing entity wants to sell a “credit” they will have to do that on the Chicago Climate Exchange. Along the same lines, when a productive member of society needs a “credit” in order to remain a productive member of society, they will have to purchase this “credit” through the Chicago Climate Exchange. Of course, Obama and Crime Inc. will make commissions from both the seller and the buyer. It’s a beautiful scam!
Has anyone in the federal government (politicts or other-wise) ever read “Atlas Shrugged.” It bares an eerie resemblance to what is going on today!
I live in a house that is part of a home owners association. One rule of this HOA prohibits the installation of solar panels on the roof of MY HOUSE.
I think that any common sense energy/climate bill should prevent HOAs and local governments from enacting rules restricting installation or use of solar panels on private homes and businesses.
In other words, I don’t want home owners associations making rules against people installing solar panels on their own homes.
Whether you believe the scientific consensus on global warming or not, oil is a finite resource and it is vital to our national security that we take a leading role in exploring renewable sources of energy.
We can’t act like we are serious about renewable energy then turn around and allow entire neighborhoods or local governments to ban or block solar panels on private property because one neighbor thinks it’s an eyesore.
I am not a lawyer, but I would start with California’s Solar Rights Act for guidance in this area.

Instead of taxing companies for being dirty, why not give them the incentive to become clean by giving them tax breaks upon completion of say, installation of carbon catching technology?

How is it that some people think that the US Federal Government has no place in commerce? Not only are we the people the biggest commercial entity in the country, we are also responsible for the interstate system, which America would most certainly not be half the country it is today without it. We are the richest country in the world because we the people, when faced with difficult choices, did the right things. We are called on again to make some tough decisions. Decisions that could have some negative consequences in the short term, but inevitably will lead to long term growth, stability, sustainability and be a blessing to future generations. Once again our Robber Barrens are using every trick possible to confuse and subvert the conversation in an attempt to bend us to their will. I posit that almost everyone on this forum and most Americans in general know that we must change our energy policies. This bill is a start, we still have a long way to go.
Absolutely beneficial to everybody. There are many alternatives to coal, which is the biggest contributor of greenhouse gas. While I like cars powered by solar energy, I also see the benefits of hydrogen fuel.
