If Commonwealth status won nothing would occur, however if the other option was triggered a second plebiscite would occur with three option Independence, Free Association, and Statehood. Depending on the outcome no further congressional action would be necessary. However if statehood was approved Congress would still have to approve that request meaning this bill does not grant Puerto Rico statehood! Also I think it should be clearly noted that the shift between the 1967 and 1993 plebiscites indicate that by now a majority of Puerto Ricans support annexation by the United States (i.e. Statehood).
United States gave birth to a child called Puerto Rico. Provided economic support and security and made it grow as one of its own. Covered us with the US Constitution blanket. Gave us US Citizen by birth just like anyone born in Montana or Utah. Does my US citizenship is less a citizenship than somebody in Wyoming?. Can US Government tell a sovereign sate what to do and how?. No!!! Then why can they do it in Puerto Rico (I just remembered we are not “allowed” to have Congressmen or Senators to speak for us) Certainly I am not white or have green eyes but for sure I saved a lot of fellow continental USA caucasians in Irak. I have shared by sweat and blood this patriotism. Same as my budy from Arkansas. Now I fly US Air Force planes but I ask the Congress if they can tell me- and other 4 million american citizens- if I have the right or not to vote to choose my Commander in Chief. That at least. 112 years of this is enough. GIVE US STATEHOOD OR INDEPENDANCE BUT STOP COLONIALISM SLAVERY.

To all of you who are wanting Statehood. It is wrong, and you must not vote for this Statehood. There will be a choice to leave things the way they are or have statehood. But what you are not seeing is the underlying implications. When it comes back again, you will not have the choice to leave things the way they are. The Democrats in the United States are only wanting you to be a part so they can get your votes. They look at you as sheep and not level headed people. Please don’t vote for statehood or you are looking at things alot worse than you have it now. “MARXISM” We see it coming in the states and are offended they would even try and make you follow what we are trying to do away with. You are 100% correct, I live here and Obama is a dictator and does not care what the American people want. I warn you that he has already made some deal with your President and chances are even if you vote you will lose. He is a terrible person and a background of being with radicals such as William Ayres. Further, he was on the board of the Chicago Climate Exchange and no doubt still has ties to it because they are pushing this cap and tax bill which will make him and his cronies trillions. Do you really think Puerto Ricans think the US is using them? It’s the other way around, Do you know how many millions of dollars a year go to PR? PRicans wants to stay the way they are, they can get all the money and help while being protected by the US and not paying a dime in taxes. See, part of our hard tax dollars go to the beautiful island of Puerto Rico. PR should either become a State in order for them to pull their own weight and make a LOT of people work instead of living of the federal government or they should BE ON THEIR OWN. If our 111th Congress, in a bi-partisan manner, has the opportunity to provide the United States citizens living in the territory of Puerto Rico the ability to choose between the only two realistic choices, independence or statehood, I will be more than happy to support this bill.

I know that what is happening here in the US is not easy for anyone, we are all suffering, all going through some hard times… But trust me, the US is better off letting PR GO or making them a state so they could pull their own weight. Make a search and find all the federal money that goes towards schools, even Federal Agents are taking over PR to do the job of normal police because the Puerto Rican police have a policy called PREVENT. They drive around day and night in their cop cars with the lights on. If the thief, felon, abuser, drug dealer and so one see the lights coming, the PR police think they are going to stop what they are doing, they are preventing. what a joke, they just hide and wait till they are gone to do what they were going to do in the first place. So in other words, the police don’t do anything, crime is soooo bad that the FEDS are all over the island. That my friends, is OUR hard working tax dollars at use in a place that does not pull their own weight.

Dear God I can so tell who’s watching Glenn Beck and who isn’t. Fools.
First: Puerto Ricans are not getting a “sweet deal.” Beck needs to do some research before he begins to think that we’re getting a free ride on the US taxpayer. Why? Because by and large, Puerto Ricans are taxpayers too!
Second: Puerto Ricans have been asking for a vote like this since 2005. This is not a shocker.
Third: The New Progressive Party is largely REPUBLICAN with a CONSERVATIVE ideology both FISCALLY and SOCIALLY. Fortuno is considered a REPUBLICAN on the island. What’s laughable is that given the vote, Puerto Rico would be RED!!!! Progressive MY ASS. The true “progressives” in Puerto Rico want full independence, NOT STATEHOOD.

US law already provides mechanism for admission to the Union, and Puerto Rico already has the authority to hold referendums on statehood, and has exercised this right four times. Why do we have to have MORE law? Also, this bill introduces a disturbing precedent. If you were born in Puerto Rico, but are a resident of another state, you are SUPPOSED to vote in this new “plebiscite.” This does not happen in any other state. The normal process is that residents of the territory vote on statehood. Why are residents of other states, who happen to be born in Puerto Rico, given different status than other residents of that state? This bill makes your place of birth more important than your current residence. Imagine the chaos if everyone was given this opportunity. I was born in Washington state but now live in Oregon. Surely I should not be allowed to vote on elections in Washington! But then, I don’t have the right skin color, which unfortunately is still how many judge a person’s worth.
We don’t need ADDITIONAL Liberals in Congress. This is just part of the Chicago Gang trying to insure that America will become bilingual so that when they try to grant amnesty to all of the illegals, there won’t be an issue with the language. We are slowly being taken over by the liberalism world of equality for EVERYONE, while those of us who have worked our entire lives, will be sharing our hard earned social security with those who have never earned a dime legally!

This bill is skewed towards statehood, which the Puerto Ricans themselves don’t want.
Why you say that we will vote i belive me if this come to be a law we will vote for stehood, you need to move here and live for couple of years then you can talk.
The problem with this bill is that it’s dishonest. Rather than an up and down vote for statehood (which has failed three times), this bill plays games to direct the outcome. Calling it a “Democracy Act” is a joke.

I feel they should be able to vote for the President if they can vote in the primaries. Other than that I don’t see why they need to become a state, they already pay taxes and are subject to Congress’ laws.
Shame on our representatives for voting yes on this resolution!!! Make no mistake about it; they fully understand that by passing this they are one step closer to installing more progressive Senators and Representatives. The obvious question is “why now”? If they were looking out for us, they would have been focusing attention on job creation! I DISTRUST THEM…..

I agree with you about the distrust for our government. You asked “why now?”
It is about collecting as many “countries” under your belt to try and build a better stance against others. For example: if you check out the website for the Executive Office of the President you will find plenty of interesting relations between the United States government and other countries. But it will also make you wonder – how the hell!!??!!
This will probably help you understand better why our representatives voted yes.
The more “progressive” (controlling of power) a government can become, the greater the benefits.
Like you, I too distrust this government – and I worry about this country and her peoople.
