7/31/2009--Introduced.Makes funds appropriated to the Department of Defense (DOD) available for costs incurred by the National Guard in conducting international military-to-civilian contacts, civilian-to-civilian contacts, and comparable activities in order to:
(1) support objectives of the commander of the combatant command for the theater of operations in which the contacts occur;
(2) build international civil-military partnerships and capacity;
(3) strengthen cooperation between U.S. and foreign departments and agencies;
(4) facilitate intergovernmental collaboration between the U.S. government and foreign governments; and
(5) facilitate the exchange of information between the U.S. government and foreign governments on matters relating to defense and security.
