    It is well understood that Southern California has a water problem how exactly will we be benefiting by involving the Secretatry of Interior with the planning and so ons of our water plants? This bill sounds like we are trying to get more government involvement. Why not the private sector? Why must government be the direction we look toward first? It should be the private sector, then government as a last resort.
