10/7/2009--Introduced.Minerals Management Service Reform Act - Reestablishes the Minerals Management Service (MMS) as an independent establishment in the executive branch (currently, it is a bureau of the Department of the Interior). Requires the MMS Director to exercise all powers and discharge all duties of MMS and to carry out all functions, powers, and duties that are vested in the Department of the Interior relating to:(1) bidding, leasing, and managing all offshore oil and gas, including with respect to the Gulf of Mexico and other areas of the Outer Continental Shelf; and
(2) collection of revenue (other than taxes) generated by such oil and gas.
