10/22/2009--Introduced.Thermal Energy Cooling and Heating Act of 2009 - Amends the Internal Revenue Code to allow:
(1) a residential energy efficient property tax credit for 30% of expenditures for distributed thermal energy storage property installed in a principal residence;
(2) a 30% energy tax credit for investment in qualified distributed thermal storage property prior to 2017; and
(3) financing of qualified distributed thermal energy storage property with new clean renewable energy bonds.
