    The House Armed Services Committee is an odd place to find this bill.

    Actually it is not. If this bill were to be passed by Congress, the government facility that would work with is would be the Strategic Materials division of the Defense Logistics Agency which is a part of the Department of Defense. We already have the structure set up to handle such a passage, so it is insane not to pass it.
