This bill is monumental step in the right direction. Our legal system has become a predatory rouge complex. The privatization of prisons has made human beings into stock commodities traded as mere slaves. The inhumane imprisonment of nonviolent citizens also comes at extraordinary fiscal expense. It is unconscionable to continue the practice of the American Gulag. We keep 1 out of every 150 American citizens locked in a cage. Surely something is very wrong with our judicial system.
