I think the land sponsor was Knight Rider and they do allot of work outside regular reporting. The issue would have been the land and the ocean too, runoff vs. just land.
Combining the land and sea is a good idea, but the main issue with the water is the runoff from the farming and the strategy needs to be integrated.
