9/29/2010--Introduced.Directs the Secretary of Agriculture (USDA) to establish renewable energy pilot programs to provide eligible entities in a participating state with financial and technical assistance to implement renewable energy systems on farms. Requires a participating state to establish a net metering program that measures the difference between electricity supplied by an electric utility and the electricity generated by a net metering customer and fed back to the electric utility over an applicable billing period.
