    only? Surely we can at least count the non-citizens at three-fifths or something?[/sarcasm]

    I can’t see this going anywhere, since it would presumably hurt the four largest states (with or without non-citizens counted): California, New York, Texas, and Florida, and give some of their seats to mid-western states.
