6/18/2009--Introduced.Keeping Families Safe Act of 2009 - Amends part E (Foster Care and Adoption Assistance) of title IV of the Social Security Act to allow foster care maintenance payments to be made on behalf of a child who is in a residential family treatment center. Directs the Secretary of Health and Human Services to evaluate and report to Congress on the foster care maintenance payments made on behalf of a child who is in a residential family treatment center, including an analysis of the outcomes for such children.
