    We can do this every four years like the foreign aid program five year budgets that are outside the US government budget. We can have them evaluated and then vote for president. We can then switch the US government budget to five years like the agencies that used the foreign aid budgets. We can vote on this every four year, just before the presidential elections and move agency budgets to their own five year budgets………..
