    Now they will spend the 30 hours (hopefully less) trying to reach a unanimous consent agreement to limit debate and limit amendments. Because both parties have unrelated amendments, hopefully they will be able to reach an agreement or their non-germane (unrelated) amendments would be thrown out if they have to invoke cloture on the bill.

    My concern is the 13 Senators who voted no. They could filibuster the bill too, forcing another cloture vote.

    They do have to bring it to the floor within 30 hours. Once on the floor they can filibuster again. To do so, would insure the non-germane amendments are thrown out. So there is leverage to agree.

    Remember a unanimous consent agreement does not mean that literally everyone agrees. It only means that no one is going to contest it.

    Because once the bill is on the floor, they can filibuster the bill itself. To do so, however, would cause another cloture vote and that cloture vote would limit amendments to those related to HR3548. If the Republicans want a chance at some of the unrelated amendments, they cannot afford cloture against the bill. There is leverage.

    If thats the rules then they have to have it on the floor again tomorrow (Wednesday) or by 12:30AM Thursday morning (and I don’t think they want to stay that late tomorrow nite).

    Duh! He heard it was coming up in the senate? And there were going to be enough votes to proceed. So NOW he is going to say he backs it. Should make “good news!” Where has be been on this for TWO MONTHS!

    According to wikipedia….

    After cloture has been invoked, the following restrictions apply:

    • No more than thirty hours of debate may occur.8
    • No Senator may speak for more than one hour.
    • No amendments may be moved unless they were filed on the day in between the presentation of the petition and the actual cloture vote.
    • All amendments must be relevant to the debate.
    • Certain procedural motions are not permissible.
    • The presiding officer gains additional power in controlling debate.
    • No other matters may be considered until the question upon which cloture was invoked is disposed of.

    The amendment language does not pertain because the vote was on the MOTION TO PROCEED and not the bill. There are no amendments on a MOTION TO PROCEED.
