The Republicans are not going to speak, they know it is political suicide to talk against the extension.
They will just hope that we don’t get the 60
so what exactly are they voting on? Is this the actual senate vote or just a vote to determine whether to or not to proceed with a final senate vote?

this is the vote on the procedural motion whether to invoke cloture.
If they get the vote, they motion to invoke cloture. After 30 hours, they can vote on the bill and each amendment.

If the vote passes tonight, I believe that they can limit further ‘debate’ for a maximum of 30 more hours before the Bill can be brought to the floor for a vote.
I assume that’s why the Democrats went this route, in order to force the vote in a few days.
