    I have difficulty understanding how the oceans are acidic when the average Ph content is about 8.1, while 7.0 Ph is neutral and <7.0 is acidic. Moreover, sea water is buffered solution that cannot become acidic (Ph 7.99 from absorbing atmospheric anthropogenic CO2 emissions.

    Why is this bill necessary? What is the scientific research used to justify this bill?

    One study I know of is based upon analysis if water samples from the North Pacific ocean, and area of intense volcanic activity on the ocean floor and surrounding land masses. I wonder how the the researchers segregated the volcanic impacts from absorbed CO2 emissions.
