This bill sounds great as long as no other extras are attached.

Where should I look to see the pros and cons of this bill?

More government involved with your private home? I don’t think so.
Let them set up a agency that a parent can voluntarily take their child, but to allow them in your home and determine your children’s future as well as the lifestyle/convictions of your home… nope.

I’m against someone forcibly taking my money so they can send someone to my house that will harass me and decide if I’m a worthy parent.

Also, this is a gross misuse of the term “general Welfare.” The Federal Government has no real right to spend money on this. I think such knowledge should be a requirement for a high school diploma, but it would probably just be abused for further indoctrination.

As a tax-payer I resent any bill that suggests using an agency to invade, voluntarily or involuntarily, the private dwellings of families for the purpose of parental education and effectiveness. This is not the responsibility of the Federal Government or the Tax Payers of the United states.
