Official Summary

6/28/2010--Passed Senate amended. (This measure has not been amended since it was reported to the Senate on June 23, 2010. The summary of that version is repeated here.) Predisaster Hazard Mitigation Act of 2010 - Amends the Robert T. Stafford Disaster Relief and Emergency Assistance Act to require the President to:
(1) award financial assistance under the pre-disaster hazard mitigation program on a competitive basis; and
(2) ensure that the amount of assistance made available to each state is not less than the lesser of $575,000 or 1% of the total funds appropriated to carry out such program for the fiscal year, and not more than 15% of such appropriated funds. Authorizes appropriations for the program for FY2011-FY2015. Repeals the program termination date. Prohibits funds appropriated or otherwise made available to carry out such program from being used for congressionally directed spending. Requires the Administrator of the Federal Emergency Management Agency (FEMA) to report to Congress explaining the reasons for awarding any grants using procedures other than competitive procedures.
